Importing wireless devices without WPC approval is a violation of the Indian Wireless Telegraphy Act, 1933 — which carries significant penalties including confiscation of equipment.
Which products need WPC approval? Any product with an integrated wireless communication module — smartphones, laptops, tablets, smart home devices, routers, IoT sensors, wearables, wireless speakers, drones, Bluetooth accessories, and any industrial wireless equipment. If it has an antenna or wireless chip, it needs WPC clearance.
Types of WPC Approvals
1. Equipment Type Approval (ETA)
ETA is the standard approval route for wireless devices intended for commercial sale in India. It is required for devices that operate in licensed frequency bands (such as cellular frequencies) or in specific unlicensed bands that require type approval. ETA involves testing of the device at a WPC-recognised test lab and grant of approval by WPC.
2. Import Licence (for Restricted Wireless Devices)
Some wireless devices that operate in restricted frequency bands require a specific import licence from WPC in addition to or instead of ETA. This typically applies to satellite communication equipment, certain radar systems, and high-power radio equipment.
3. Delicensed Band Devices
Devices operating exclusively in delicensed bands (2.4 GHz Wi-Fi, Bluetooth) with output power within specified limits were previously exempt from WPC approval. However, regulatory requirements in this space have evolved — it is essential to verify current requirements for the specific frequency bands and power levels of your product before assuming exemption.

Determine Applicable Frequency Bands & Power Levels
Identify all wireless technologies integrated in the product and their operating frequencies and output power levels. This determines which WPC approval category applies and which test standards are required.

Testing at WPC-Recognised Laboratory
The device must be tested at a laboratory recognised by WPC for the applicable frequency bands. Test reports must be in the format specified by WPC and cover all required parameters including frequency accuracy, output power, spurious emissions, and modulation characteristics.

Application on WPC Online Portal
The application is filed on the WPC online portal (dot.gov.in/wpc) with the test reports, device technical specifications, and required declarations. Application fees are paid online.

WPC reviews the application and test reports. Additional information or clarifications may be requested. Upon satisfactory review, WPC issues the Equipment Type Approval certificate, which specifies the approved device model, frequency bands, and power levels.

WPC + BIS — Understanding the Dual Requirement
For many wireless products, both WPC approval and BIS CRS registration are required simultaneously. These are separate processes managed by different government bodies — WPC (under DoT) and BIS (under Ministry of Consumer Affairs) — and must be obtained independently.
The practical implication for foreign manufacturers: a product cannot be legally imported and sold in India until both WPC ETA and BIS CRS registration are in place. Obtaining one without the other does not grant market access.
Common WPC Compliance Mistakes
Using Non-Recognised Test Labs
Test reports from laboratories not recognised by WPC are not accepted. Many foreign manufacturers submit reports from international labs (FCC-recognised, CE-notified bodies) that are not on WPC's recognised lab list. Always verify lab recognition before commissioning tests.
Incorrect Frequency Band Declaration
Declaring only primary wireless bands while omitting secondary bands (e.g., declaring Wi-Fi but not Bluetooth in a combo device) is a common error that leads to application rejection or post-approval compliance issues.
Importing Before Approval
Some importers attempt to bring in samples or small quantities before WPC approval, assuming it will not be flagged. Customs has been significantly more stringent in enforcing WPC requirements in recent years — confiscation of shipments is a real risk.
